I remember long away (and far away), when I had my Daggerfall Prima Guide which is now in storage, that it had descriptions of the various regions (countries). In those descriptions, it had percentage of rainfall. Being a huge lover of rain, I bought a house in that region with the highest rainfall percentage. Could someone with a Prima guide tell me where that was? Alternately, if this is in the wiki guide, I don't see it. Feel free to point me to it if so.

I believe you are confusing Prima's guide with the Daggerfall Chronicles. The Chronicles is the one with all the tables and formulae (and a number of mistakes). Prima's Guide is simply full of a lot of good gameplay advice. Regardless, the Rainiest climates is the Jungle (25-37% rain all year), followed by Subtropical, Swamp, and Woodlands. Unfortunately, while the book lists the climates, it does not actually list where each climate resides. Your guess is a good as mine, but I would bet that anywhere on the SE corner of the map would be pretty dang rainy.
