So yeah I was doing the Vahtacen quest for the mages guild and "thought" that I had remembered the sequence of the spells that you have to cast on the pillar. Well I didn't and now I need a fortify magicka scroll because my restoration is only 37 meaning that the fortify magicka spell is still locked for me, it won't even appear on the effects for me to choose while making a spell even though I already bought it. Also I might want to point out that I did wait three days and the chest did not respawn the scrolls and also that I'm on PS3.

So is there any merchant that sells a fortify magicka scroll?

Make sure you leave Vahtacen and then wait for three days. The chest does respawn.

I always save right before doing anything with that part of the quest in case I screw it up.
