Will Fallout 4 be like Skyrim?

I would like to know, are Bethesda planning another Fallout game and if so will it have the same game mechanics as promised for Skyrim? I like the idea of random enemy encounters, random mission assignments, people coming after you if you've killed their relatives, people stealing your items if you drop them, all that stuff!

One thing I didnt like about Fallout was having to assign points before hand as you never really know what situation you'll find yourself in. In Oblivion you gain experience from using a certain ability the more you use it and not having to set it before hand. I'd like that on Fallout; the ability to be more proficient with a certain weapon type the more you use it or a certain ability the more you use it such as hacking, it makes for a much better gaming experience in my opinion.

The Fallout series is (is supposed to be) an utterly and entirely different gaming experience than TES; Different design goals, different priorities both of the developers and of the players, different quest design criteria; Supposed to be different combat, different dialog mechanics and resulting game effects ~and gameworld effects... :sad:

That FO3 is already so close to TES gameplay, is a major disappointment for me about the new re-imagined design that only uses a few IP assets... If it were to further morph into Sci-fi-Skyrim clone... I can't think of a worse [or more ironic] fate to afflict the series next.

This was previously in Fallout 1 & 2, to an extent; though not the random mission assignments, and people could steal your items even if you didn't drop them... and they could show up in a pawn shop.

That's part of Fallout, you prepare for the unknown. I don't want them to change that.
