I've searched the forums and found nothing on this topic, but anyway

I own the Oblivion Goty edition for xbox and this track never seems to play, any reason why? i know it wasn't included with the normal edition of oblivion but why not the Goty?

I had the normal version and never heard it till I got the PC version. Perhaps the same applies to the GOTY edition.

I hear the track all of the time in the PC version

I also routinely hear it on my PC. I run the normal (not GOTY) oblivion disc. I got SI and my DLC's from seperate discs.

Yeah if you are on the PC just check under the music folder and you can always add the track again or make multiple versions if you wish to have it played more.

That track must play on the XBox too because the video has XBox written prominently across the bottom of the screen.

My copy of Oblivion is the original disk released in March, 2006 for PC. And I hear the track in my game. I can't say for certain but I believe I've always heard it. *shrug*
