is there a way? like i want to lock it 30FPS... cuz sometime i get about 60-80 then it drops to 25-30 its kinda jerky...

You can switch Vsync On, that caps the FPS to the refresh rate of your monitor (usually 60 FPS), but that won't avoid FPS going low, you need to optimize your settings or your system to keep a high performance.

sys_maxfps = 30

You're not going to get good performance out of a 450 though, it's probably why you are getting jerky gameplay.

If with v-sync enabled gives you a too low performance
try the console command
sys_Maxfps 30
this will set the ingame cap to 30
