I had a few things happen when doing this quest:

1. President dies before the helicopter even showed up, quest failed.

2. While searching inside the powerplant for optional clues (thinking it got shot down or something the 1st time), president dies, quest failed.

3. Searched inside the powerplant again, found my way up on to a tower in the distance with some .308 ammo sitting on a ledge, picked it up, president dies (though isn't there yet), quest failed.

4. Ignored the optional quest, just talked to the regular quest NPC. Then watched the Helicopter approach, land, then immediately takes off. No speech took place, the heli just lands and takes off, zero involvement from me whatsoever, QUEST COMPLETED!


Given the name of the quest I really didn't know 'when it happened', something just didn't seem right.. So upon searching/watching a youtube vid, and having basically none of what was shown there take place.. it seems my game glitched numerous times and just decided to give it to me for doing nothing in the end lol.
