Since we're talking about Honest Hearts, which is New Canaan, there should be a Van Buren reference somewhere in the DLC.

Maybe someone in New Canaan wrote a story that matches the http://fallout.wikia.com/wiki/Van_Buren#Plot. He couldn't get it published because the person who would publish it ran out of caps. His story and all it's 2 previous entries were sold to some wastelanders from Maryland. He still has a copy and could show you and ask what you think.
