Texture problems

After uninstalling the fellout mod the textures in my game now look very blown-out, like the contrast or saturation is way too high. I've tried deleting the entire new vegas directory and reinstalling but that didn't work. Here's a screenshot I took that shows what the issue is: http://i.imgur.com/7qnMB.jpg, it looks like the contrast or something has been cranked, and I'm getting alot of purple hues, especially on characters with dark skin (not completely purple because that would mean the texture is missing). I've also tried using a mod that changes brightness/contrast/saturation but all that did was change the lighting, which also made me realize that it's 100% a texture issue.

Looks normal to me, but for the sake of trying stuff... delete your ini file and let the game recreate it.

I've already tried deleting the ini file, but it didn't change anything. The textures still look messed up to me though. Here's another picture: http://i.imgur.com/juPDF.jpg; you can see that here face texture is really blocky with too much green and purple, the texture should look more like this: http://images2.wikia.nocookie.net/__cb20110604013144/fallout/images/4/44/Waking_Cloud.jpg (the graphics settings are lower but the colours look right). This is really bugging me, it's like the contrast is too high on everything. It didn't look like this before.
