According to the description in uesp, it's suppose to be light, but I checked in the game, and every piece, including the cuirass, was heavy. They were wearing steel pauldrons and greaves though. Did FCOM modify this?

Yes. In vanilla Oblivion, the Skingrad guard cuirass is light armor without pauldrons and the guards wear chainmail greaves.
