It's not up to Bethesda, it's up to Microsoft and Sony and right now they won't allow it for a game that allows the level of modability that Bethesda games have.
Some games, modding on consoles is permitted. But usually only using editors and tools MS and Sony created and that are a part of the game. (Halo's Forge or Little Big Planets editor) UT3 was an exception on PS3, mods (Mostly maps) were made on PC and 'cooked' for PS3 -a process that wasn't 100% reliable- and even then the new maps aren't integrated into the main world like they are in Beth games.
It may happen on next gen consoles, but don't expect it for any current Beth games.
