See title, I haven't seen anything mentioning if we can create our own spells like we can in oblivion.

Would svck if this was taken out.

Damn...I know it could be overpowered but I loved the freedom of experimenting.

On the bright side, there's still an editor... One could make their own tomes, then throw 'em into the mix.

however spell combos are in. if you count that as spell making.(one in each hand) think there are 80+ spells in the game you can use. plus dragon shouts.(think they said there are around 20 or so dragons) so that's like what. 170+ combos you can make.

Nope. There are no combos either. You can only increase the power of the same spell if you have it in both hands. You can't mix and match spell effects to produce a new effect.

Here's why. Instead of making a spell with all three elements, and using it against everything, you have to choose which element fits the situation. As well as enemy weaknesses and resistances, shock attacks magicka as well as health, fire continues to burn, and frost can slow your enemies.

Also new spell types, so there are fireballs and flamethrower, as well as a large blast centered on the character, and trap runes you can cast on the ground.
