I think Charon accidently shot one during a fight with some Raiders.

There must be a way to edit the game saves to make them a friend again, it was an accident... honest.

I have a freeware editor called Neo and have used it to edit exe files for modding before now.

Outcasts won't turn hostile if you attack their wasteland patrols. To make them hostile you must have shot any Outcast at Ft. independence, or you entered the fort without their permission (door name was red)
