New Reno family questions

So I have been able to do quests for every family except for the bishop family. I have at least been able to accept some quests, but I have not been far enough to become a made man of any family. I really wanted to become a made-man of Bishop because they are pro-NCR but I have not been able to find anyone inside or outside of the bishop family that will allow me to interact with Mr. Bishop.

I was hoping someone could point me in the right direction with this; I don't mind the spoilers (I have completed Navarro and gotten the vertibird plans for BoS and the tanker passkey for poseidon oil).

I just really want to know how I can open up relations with the bishop family. I'm scared that I messed it up by doing too many quests for NCR (did all the main ones involving tandi).

Also I have side note question: When does NCR and brotherhood go to war? I always though it was during Fallout 2 but I have come to realize I am in error on that assumption, since the BoS have a base right in the middle of NCR and they seem to have been mingling (although still secretive) with non brotherhood communities. When did this rift between BoS and NCR occur?

Talk to Little Jesus, he's at the bar in their club. I forget which dialogue option you pick that tells you to go talk to Mr. Bishop but I've done it a few times.

I like the Bishop family but I didn't know they were pro-NCR, they've just lost points from me.

Yeah as far as i have connected from the story they hired the New khans to do raids on vault city so that they would feel more pressure to accept NCR rule.

hmm, little jesus is Mordino, and I didn't see any options including Mr. bishop (only to do quests for Senor Jesus) but I'll try more conversation combo's with him.

Sorry I got them confused.

I have no idea either then... Any Dino willing to help? (I prefer F3 which is why I'm not really a Dinosaur, a group of people who like the old games over the new ones and are proud of it)

Did you know you can sneak around the edge of the room from right next to the door? I found that out the fourth or fifth time I did that...

I never got to finish it, I got so far and then couldn't play anymore because I got bored and my computer said it didn't like it.

You have to talk to an old man named Moore in Vault City near the vault entrance. He will give you a suitcase to take to Mr. Bishop with the correct dialog choices (agree with everything he says). Also if you are a slaver this may complicate things.

Also, when you deliver the case to Bishop, distance yourself from Moore...
