But when I think about it: they say this to everyone, except people that are high in their faction/have a high reputation/etc. That's quite a dangerous thing to do in Morrowind I would say! They might insult someone very powerful & evil they don't know, and be killed. So somehow they're arrogant enough to take that risk and just insult 99 percent of the population!
