I am at Level 20 but Tribunal does not start in this game, although I have stood in regular beds for several months. Also, the quest "Larrius Varro Tells a Little Story" does not continue. I just have this journal entry:

But he does not speak about it, and "addtopic work" does not work.

I assume the Larrius Varro issue is due to Service Requirements? If I try to get training, he asks about service payment, because my rank is lower than champion.

I prefer the DB attacks delayed until my characters have done something to warrant getting assassins sent after them. If I remember right, it delays the attacks until you're either Nerevarine, head of a Great House, or head of a guild. (I don't really think hitting level five warrants assassins on your tail.)

The attacks are only delayed in to level 5 in the Xbox version, the PC version has them start instantly unless a mod is used. Anyway, BTB's probably right about what ESP it is.

Regarding Larius Varro, I had the exact same problem a few days ago. The solution was to simply ask again for latest rumors and little secrets in Balmora to advance the quest. I'm not using service requirements though, but perhaps your problem has nothing to do with this mod.

Regarding Files 6 and 12, the Texture Fix for Bloodmon is not needed. From the Bloodmoon Landscape Overhaul readme:
