Choppy Intro and IG Videos (Bink videos) : IV

I have noticed a recent problem (also occurring with Fallout 3) - the in game videos play choppy. The lower half of the video is blocky and off sync with the rest of the video. This happens in all in game videos for Oblivion and Fallout 3. What's the deal?

Bink videos (.blk files) all play normally and with no choppiness in the RAD video tools player.

All drivers updated

Windows XP sp3
AMD 6 core Phenom
ATI HD5850
DirectX 9.0c

Might be codecs that allow those files to be played by an external player, are interfering with the game trying to play them. When I double click on one of them, windows asks me what I want to use to open it.....
