This game feels like it's smoother on PS3

Ok So I have Oblivion for PS3 and PC. My PC has pretty good specs: Phenom II 965, AMD 5870, 4gb RAM, etc etc... (Also have a clean boot/fresh reformat)
And while I get good FPS on my PC version (80-90+) it feels "stuttery", like it's not smooth (like it'll jump) and i've tried EVERYTHING...but it just doesn't feel as smooth as it should be.

I recently grabbed it on PS3 for when im on trips, and it feels SOOO much smoother. Ya it's not as detailed.....but really it's not all "that" noticeable (I'd actually say the "Light" reflections and such look better on PS3).

So does anyone know why this is? Is it just me?....or is this like a common thing.

It's because the PS3 runs at around 30fps. Although PCs these days can generally do 50+ in remote areas, once you get NPCs about you tend to drop to 40fps-ish, lower if you have mods. Whilst 40 is higher than 30, if you're constantly playing at 50-60fps, the drop from 60 to 40 will be very noticeable. Use Oblivion Stutter Remover, cap your FPS at 30ish and use the heap replacement option. That way you'll hopefully get 30fps everywhere (maybe dropping a bit in heavy modded areas), so it'll seem a lot smoother to you.

Also, bear in mind PS3/Xbox run at medium-ish settings. Even on a good PC, setting every slider to max is generally overkill, and self shadows + shadows on grass should always be disabled.

Trust me, if you cap your FPS at 30 and launch the game it won't feel like it's 30fps either. Sudden FPS drops are what cause the perceived effect of slowdowns, only under 25ish do you start to feel it really, although it's a bit different for everyone.
