Build Advice / Add-on Order?

So, basically. I'm going for my own personal variation of the near perfect build (which the only thing I can actually find on it is take near-perfect at level 30, then get all the SPECIAL bobbleheads.)

My playstyle is basically Shoot them in the face with energy weapons (Alien from Zeta, and a custom made Laser Sniper) with a bit of sneaking put in. I tend to like stealth armor. I eventually want all skills at 100, but I focus on Energy, Science, Lockpick, Barter/Repair, Sneak. Then follow them up with the rest.

So what I'm going to have is:

Str - 5
Per - 5
End - 5
Cha - 6
Int - 9
Agi - 6
Luck - 4

(And yes, I'm running straight to Rivet City for the Int bobblehead)

Tags: Energy, Lockpick, Science.

Perks

2 - Black Widow
3 - Thief or Small guns (undecided yet)
4 - Educated
5 - Comprehension
6 - Fortune Finder
7 - Toughness
8 - Scrounger
9 - Commando
10 - Finesse
11 - Gunslinger? (Not sure it's worth it. Maybe Iron Fist instead?)
12 - Sniper (Make sure to do Grayditch to get the +1 percep feat)
13 - Silent Running
14 - Cyborg
15 - Master Trader
16 - Better Criticals
17 - Chemist (I plan on making an addict this time around. Psycho prolly)
18 - Paralyzing Palm if Unarmed to 70, otherwise no idea.
19 -
20 - Explorer
21 - Grim Reapers Sprint
22 - Quantum Chemist
23 -
24 -
25 -
26 -
27 -
28 -
29 -
30 - Almost Perfect


As you can see, lots of blanks. Do the perks even matter at those levels? I can always throw in the Robco Certified Perks I have that add on for another char, but could use it here easily enough.

Now as for add-ons, I've beaten Zeta, Pitt and Anchorage before (pitt and anchorage numerous times) Never beaten Lookout, or Steel.

Is the most efficient/leveling efficient order to run to Anchorage, then Pitt, then Zeta, with only brief forays into the Capital Wasteland (for things like Lucky Shades, the 8 ball, and the Ant Sight perk?) Or is there a better order, like Anchorage, run around and collect skill bobbleheads, then the rest?

(Yes, I know Fortune Finder is relatively pointless, but I don't see better perks to put there, and I like having a ton of caps. I have both the MERC addon, and the Owned! add-on, so I have a ton of ways to spend caps.)

Getting Almost Perfect at level 30 then collecting the SPECIAL bobble heads is pretty much the definition of building the "perfect" character. Getting all skills to 100 is relatively easy with 30 levels, and possible even with only 20.

Master trader is pretty pointless, as there is a minimum value that merchants will sell at, and you can get that by having high barter. In genreal I would advise that you choose either lockpick or science to tag, but not both. You're better off putting the other tag on repair. As far as perks go, I would avoid any perks that have to do with caps or ammo (I would replace Fortune Finder with Bloody Mess, and would drop Master Trader as well), as they are of very limited use. Concentrate instead on any perks that boost damage or otherwise boost your combat efficacy. Ninja and Pyromaniac are both excellent for melee characters, Action Girl is good if you use VATS a lot, Puppies is great is you like using companions. Even though Entomologist seems relatively pointless at first glance you may want to consider it for use against Albinos. Likewise, Robotics Expert seems of very limited use, but can be helpful when facing Sentry Bots. Whether they are worth taking depends on how much trouble you typically have with these enemies.

As far as order and level go, any of the DLC can be completed at any level, but I generally do them like this:

OA: Around level 5, I usually do this right after I get my home
TP: 8-12, I get back from OA and start making my way to TP right away
BS: ~20, no reason, I just delay doing the main quest for a while
PL: ~25, at the higher level PL is more interesting, so I wait until most of the wasteland is done
MZ: 30, the one time I did it. Have not gone back since, as I found this one to be less fun, so I would generally do everything else there is to do first. Could be done much earlier if you are keen on getting the gear.
