I have been Re-playing Oblivion GOTYE on my Xbox and decided to install the expansion shivering islands and knights of the nine but after installing it I can’t access them the prior doesn’t show up in anvil and the message about the portal doesn’t show up even after waiting for a week (in game time) why doesn’t this work

p.s. I don’t have an internet connection
