I played through and finished the main and sub Novac quests and never ran into Victor. After loading the patch and resuming play today, I went back to Goodsprings to do some exploring and wound up at Chance's Grave near Tribal Village (almost directly North of Goodsprings). Victor found me there and ran through the dialogue he should have had in Novac. Now, he won't move. I haven't gone any further with the main quest line yet so I have no idea if this is a game breaking glitch. I'm hoping that he'll start making his way towards New Vegas after I go to Boulder and trigger another scripted event, but regardless I wanted to see if anyone else was having a similar problem.

I've never run into Victor at Novac, I believe he's scripted to show up when you're at certain parts of the main quest, not depending on where you are on the map.

The dialogue specifically said something along the lines of 'What are you doing in Novac?' and 'It's good to see a friendly face'. He then explains that he's making his way to New Vegas. I hunted around Google and supposedly when you first enter Novac he should be at the entrance. The fact that he randomly appeared when I was hunting around the wastes was like the game was trying to compensate for my missing something I shouldn't have. D: I don't know. I just hope he doesn't stay stuck in that spot.
