Victor always uses to come when you are in the fields and say it's a dangeours place. He always get to me when I fight gekkos at the start og the game but not this time. Why is that? Is it diffrent when and where he come? And at the mojave outpost a man always come at the start at tells you of the sun saprilla bottles. Neither of these events have a set location. I've had bottle cap guy run up to me in Nipton, in the Mojave outpost and even when I was inside a bandit hideout. It seems to depend on how far you are in the story and not on where you are.
