Is Mysterious Stranger bugged?

I started a new save, got the Mysterious Stranger perk at Level 10, and in 73 hours of game-play I have yet to encounter him.

If you are killing every single foe in VATS, he won't show up. He only shows up like 10% of the time AND you fail to kill a foe in VATS. I am referring to my experiences from Fallout 3, I haven't taken the perk in New Vegas.

Hmm I suppose its not often someone is left alive after targeted in VATS. I thought he appeared instantly after confirming the action though?

I used to take the perk all the time in Fallout 3. He rarely shows up, I remember reading in the guide for Fallout 3 that you have a 10% chance of him showing up IF you fail to kill a target in VATS.

What happens is this guy in a trench coat and a pre-war hat has the mysterious magnum music playing and he fires a full load of shots out of his .44 magnum. The perk was useful against Super Mutant Overlords because those svckers were so hard to kill, but not even the mysterious stranger would kill them sometimes.

I'm going to try and spawn him by punching people in VATS.

You know what, try this. Instead of killing one target in VATS, try shooting one bullet at multiple targets each, that way you have a good chance of the mysterious stranger showing up and kicking all their asses.

Just stood in Vault 22 shooting 5 or so people in the leg with the silenced people in VATS, reloading the save if he didnt come. No luck :brokencomputer:
