Leveling vs. Common sense

First, I wanted to say a few words about leveled items.
NO NO NO LEVELED LEVELED LEVELED ITEMS ITEMS ITEMS IN IN IN SKYRIM SKYRIM SKYRIM!!!
(just in case someone don't understand, I repeated it 3 times)
Really that is one BAD idea in TES4.
Artifacts and unique items shouldn't adjust to player level
And if they do
1)it needs to be backed up by lore
2)adjustment shouldn't stop at the moment player gets this item, but continue (such item should improve by every next level)

Second, about enemies leveling with you
I really doubt that every time player gets new level
1)All hostile ecosystem gets euthanized and replaced by stronger version
2)All bandits get additional training and receive shipment of new toys
These things should be region locked
If it is known that there is heavy bandit activity in forest X, than here bandits could be stronger and at low levels you shouldn't wander around this location much
Same with wildlife
So in general there shouldn't be much leveling in Skyrim

On the other hand if some organization or group of baddies is going after YOU then they should take into consideration what level/skillset character you are.
If you are low-level nobody, few mercs with shabby armor and scrap weaponry will be sent after you.
If you are mid-level combat mage, there will be more mercs sent after your head and most of them will be prepared for dealing with you (potions of disbelief and magic-resistant gear)
If you are high-level Semi-God , there will be small army awaiting to ambush you, consisting from various high-level specialists with best weapons/armor they can get.
So in cases when leveling kicks in it should make sense and be smart (checking your skills and putting against you enemies that could have highest chance of defeating you)


Regarding dragons
Those are strong initially, but we don't know how closely they are paying attention on Dragonborn
Gathering information can happen by ordinary means, by followers of dragons (if there will be such)
Or by magical means, or both
So if they actually keep an eye on Dragonborn, it is only logical that they will change tactics (by coming in groups of 2 or 3) and start to send stronger dragons after us

I know that leveling will be an improvement over FO3 system, but still there were strange things in FO3 too.

So any comments on this or maybe suggestions how leveling system could be improved?

As much as I don't really like the idea of level scaling I think it is inevitable for several reasons, they're all kind of linked. A few of the top of my head:

1. A goal of the game is to let you go anywhere. This limits options for having easy vs hard areas.
2. Players like to see noticeable improvements to their character as it levels up/gains skills etc. If enemies didn't scale fights may be too hard for low level character or too hard for high level characters.
3. Increasing hitpoints. It's common in many games for character to increase hitpoints as they level. If enemy hitpoints or damage didn't scale you again get too easy/hard fights.

Mostly wildlife, raiders and super mutants who have no connection to my character, but still somehow they know that I leveled up.
Makes me feel really paranoid, because my first explanation was that they are spying on me
Ok, I could understand bandits and super mutants, but the most scary part was that WILDLIFE was spying on me too

And don't even start with rapid evolution of ghouls...

Fallout 3's level scaling was seemless, I never noticed it was there.

As for leveled items, I think there should be some of that, because otherwise an item found early on in the game might break all balance that was left in the game.

You realize that some leveling is necessary, right?

It worked great in Morrowind, and felt pretty natural in Fallout 3 as well.

Also... no Oblivion-style leveling has been confirmed a long time ago. Relax.

Well, they should place that kind of item in a place that a low level player couldn't reach, that makes much more sense.

Invisibility and sneak. Voila'. It's harder than you think to make it unreachable.

Found? Like how walking out from prison and simply stumbled on it?
Powerful items should be guarded by powerful obstacles
Managed to get this gamebreaking weapon/armor early in the game?

Your gaming skills are so good that you deserve to have it

On the other hand trick is not to have items that really can break game

And BTW if I want to have weapon that can destroy half of Skyrim in one hit, nothing is preventing me to mod it in and place in first city :shrug:

How it will help you if key is in possession of powerful enemy and lock is unpickable?

Well, it's for gameplay's sake. In addition, it was difficult to notice. As long as you got some levels, most of the animals stopped to be a problem.

I consider myself pretty good with video games. But you are seriously underestimating the power of exploits. A player shouldn't be forced to play like a noob to stop himself from reaching game breaking items. The items shouldn't exist.
