OK at first I want to say I torrented FALLOUT 2 years ago and it flawless.
Since I liked this game so much I bought Collector's Edition and 2 weeks ago I installed good, original game [Games for Windows] on my PC.

There were no crashes yet some freezes for some time - after 5, maybe 6 days of playing. I used some line-changing and game was able to hold for around an hour [idea that was posted here too] so it's still better and playable.
Still - there are freezes or crashes [now Ihave crushes too, yay!].

I got DVD with Broken STeel & Point lookout DLC's installed.

I cannot get to library because I cannot pass Citadel from any direction - the place where PoinLookout ferry should be visible- because I have crash. No mtter if I choose road, water or tcl myself through there. Line of crashes.

So... What can I do to finish some missions?
I tried re-installing full game and DLC and disabling DLCs and it's not working at all .

Without normal, standard diagnostics data, all anyone can do is make WAGs, sorry.
