Wow, so short and abrasive. People get so worked up not just over this topic but even over the fact that a user had the gall to ask the question. Chill out.
OP, here's my take:
1. It's not the Creation Kit that was talked about. It was mods created by the CK on PC, then porting over just the mods to the consoles. The CK, like someone said is not available for consoles. All the dev work is done on PC not on the 360. It's just optimized for the 360 and that's their lowest common denominator so they start showing gameplay on the 360.
2. For everyone else shooting down the topic. Don't just say, "Durp, durp, It's not gonna happen" or spew some PC elitist garbage and then run away like you know everything and act like you're all insulted. That's about as helpful as saying you hate merged greaves and cuirass but not offering any sort of feedback as to why.
First of all, the OP just asked a simple question but no need to jump down his throat. Mods have worked on consoles on a technical level as far back as Morrowind, as was confirmed by "The Todd" himself.

Todd: It actually works. If you have a devkit console you can take the PC mod files, put them on your Xbox and they work. They actually worked in Oblivion, Morrowind and Fallout 3. For all of those games, I can take the PC mods and put them on my Xbox. We have one system so we just need to figure out the logistics of: How do we get it there? How do we secure it? How do we make it safe? It’s something that we would really like to do.
Ya, okay so it's a dev kit. The point is it works on a console, plain and simple. So your answer of "It's not gonna happen" is incorrect because it already
is happening, just not for the public masses. The roadblock is not getting it to work for consoles, it's getting past the politics of $ony and Micro$oft.
