Machine Head Perk : Fallout: New Vegas

I don't know if I have reached the max level of the Machine Head perk due to the glitch. If there is a "2" next to the Machine Head perk on your perks screen does that mean it is at the highest level?

Machine Head has 3 Levels.

Here's a bug listed on the wiki:

Although there are 3 ranks for this perk, a bug in the reward script makes it impossible to get the third rank. The same bug also causes the notification to misreport the rank that is given. When rank 1 is given, the notification says that you've been given rank 2, and when rank 2 is given, the notification says that you've been given rank 3

So if it shows that I have two ranks of the perk that is all I can get right?
