I kinda like how they set it up.
If enemies continue to be hard until the end of time, that's frustrating, because you can never travel anywhere without a bullet sponge slowing your travels. FO3 and Oblivion were annoying because there was a tought fight every 3 feet.
If enemies are too easy, it's boring. New Vegas is bad about this at times, but Cazadors and Deathclaws provide a nice challenge up until the mid 20s.
Then where are the tough fights? The DLCs. This is smart because the people who buy the DLCs are probably the more dedicated and experienced players, so they'll appreciate the damage spike. Then, before it hits the problem of being TOO much (bullet sponges every 3 feet), the DLC is over. You're welcome to come back at any time if you like the tough fights, and all otherwise you can go back to the easy-to-kill enemies who won't hinder your travels.
In short, though I think NV is a little on the easy side, I think it's smart that all the stronger enemies were placed out of your way, and quest-wise they come in short spurts, so that they won't hinder basic travel. You find them only if you're looking for them.
