Germany rates games very strictly, but in a sane way. SWAT4 for example, although bloody, violent, and with themes such as child (mass-)murder and [censored] (Edit: Seriously? You censor regular words? I was using the common word beginning with an R that describes forced sixual interaction), was rated 16 because after all, you play the cops. Other games that are rated T in the US are rated 18+ in Germany because of what you do, not so much how it's displayed.
Role Playing Games are almost always rated 12, due to the Fantasy aspect, unless they are very graphic. Dragon Age Origins for example was rated 18+ due to all the bloodshed. It wasn't cut as far as I remember, and neither were Morrowind and Oblivion (rated 12, both).
Generally, other aspects of a game are important to the German rating system than to the US one. Alcohol and sixuality aren't a big issue, blood and gore is. Being the 'bad guy' in a game also has a drastical influence on it, hence the MW2 airport scene being cut completely.
The main difference between US and German law regarding rating is that it's only a suggestion in the US and most of Europe, while in Germany it's strictly illegal to buy a game you're not old enough for.
