Does Grunt Work

It seems to me I read somewhere that JES said a perk from one DLC couldn't effect equipment from another, just vanilla. Could someone consult with the GECK to see if The Red Victory Grenade Rifle and its NCR counterpart are effected by Grunt?

DLC items are added with scripts not form lists,
