Editing quest progress via hex editor

I have a desire to modify my character's quest progress in various quests via a hex editor. I got my save from the 360 onto my computer but now I don't know how to locate specific quests within the hex data. How do you find them? I tried searching for the formID of one of the quests but I couldn't find it. I wonder if the formID is just the address in the hex file? If so then what offset does it start from?

I know I can load my save into the PC version, but I don't own it and I don't have enough hard disk space for it.

I see that for most quests there's a numerical value that gets set based on the quest process. All I need to know is how to locate that value for any given quest, so I can change it using my hex editor.

I googled for an answer to this for a long time but, no dice... Best I found was a site listing the formIDs for various quests, and how to hex edit .esm files. But I can't believe there's no good save editor that works for modding quest progress -- I'm accustomed to Borderlands, which has the WillowTree save editor that is awesome.

The ess file structure is still a bit of a mystery. Basic alterations like fixing the animation bomb and cleaning saves are possible, as well as hacking it hexadecimally to add items and change stats and location. However I don't think we're at a point where saves can be fully manipulated as of yet, especially as the way quests work are complex, and the way the engine processes them even more so.
