can i instal new vegas without steam? : Fallout: New Vegas

i uninstaled nv for space since i got bored and i wanna play it again but i need to instal it on steam which need over 6000 mb to download and i have to be online. i have a 5 gigibite maximum or else it cost us 5 cents a megabyte and need to download it ofline! so is there anyway to instal it without being online
