I just finished the Bison Hotel (clearing it of mecs) and now heading towards Nipton's Police Station than Mojave Outpost. This is the time I should be running into Malcolm Holmes. Last play through he never showed up. Is there something I must do? I already picked up a star cap. I want him to show up because I kill him for his rover cap and outfit for +10 barter. Any suggestions if he doesn't show up after the outpost?
