Protector Casadin from fallout 3, or the east coast BoS leader from fallout 1 or 2 (if there is one) to convince them to quit or actually do something with that power/tech. Every time I see an outcast I just have to beat the crap out of them.

EDIT: I also do horeible things to their dead bodies but let's not get into that.
