Steam Works or Windows Live : V

Hey everyone I am new to the forums and don't know whether this has been answered or not but is Skyrim going to be a Steamworks game or Windows live. I have seen on the net that Skyrim is going to be a Steamworks game but I have also seen that it is also going to be Windows live.

Its going to be a Games for Windows game (no live) but using Steamworks as its DRM.
