my view from my campaign, yours could be different.
Hoover dam, while its important to the factions, and effects the lives of countless people, even more so then the ending to LR. i dont really find it to be OUR story as a character, you sway the outcome, and effect the world, but its something that you really just happen upon as you go about your job delivering things.
Loansome Road, Traveling through the Divide that nobody else can really survive in, no factions here, its OURS, we changed it, and we get to continue to change it, as well as the world. Allied with Ulysses fighting off the mobs was alot of fun. Then we as two couriers decided what WE wanted to do, with everything we had seen we launched nukes at everyone, we changed the world by ourselves. . . .there might have been an eyebot at some point, not sure

Overall
i think it was the lack of outside influence and other factions/people in the DLC and in the choice that two people made who have seen so much in the world and have no political ambitions or greed made it feel very "your choice, your road, your future" and lack of benifits from those choices also added to the loansome feel of it, your almost all alone in a bunker with a button that can change the world. . .then you go back and help some people take a dam
