My brother was playing around with the key-mapping and accidentally assigned something to the ~ key, but after a while he realized his mistake and unassigned the key, but apparently the damage was done, and he can no longer open the console. He tried uninstalling and reinstalling, and it didn't work. He uninstalled, cleaned out the My Documents/ My Saves/ Oblivion folder but for one or two saves he isolated somewhere else, reinstalled, and it didn't work. He uninstalled, deleted the My Documents/My Saves/Oblivion folder, deleted the Program Files/Bethesda Softworks folder and all subfolders, and ran through a registry cleaner before reinstalling. He still cannot open the console.
