Eden can see DC area only. Which, would be where any remnants or pre-war govt would be, so their activity could be known, however, he didn't personally escort them, or know once they got out of dc where they eventually ended up.

It's because the Encalve is the post-war continuation of the pre-war Government, everyone who subscribes to the Shadow Government theory are horrifically short on both proof and quotes.
And so why didn't someone tell him when the Navarro remnants came to DC? Is it because they didn't know themselves?

(or his top officals, or someone) that "Alright, if this all goes down, I want you to pick up the remnants of your men and head to DC where you will find a self-aware ZAX AI, for the time being, until proper elections can be reinstated and until the national crisis has ended, he will be the President with all full emergency powers as granted to him by the United States Consitution. He knows what to do and will continue my work."

After all, Richardson was clearly a man who planned for many different possible eventualities, he told his gaurds, for instance, that he was not to be used as leverage in a hostage situation. They were to just shoot through him.
Our disagreement lies in how Eden and Richardson got in contact with each other. You say they sent "runner robots to one another" over the country, I say that Eden simply contacted Richardson once he became self-aware.

Vertibird pick-up prehaps? With New Vegas we find that the Enclave had access to supply depots (like the refueling bunker). So cross country travel by vertibird is more plausible.

But for awhile, it would have been difficult to tell if the FEV was actually released. It doesn't just take effect immedieatly after all, it has to have time to enter the jet-streams and begin to settle.

Massive rescue via vertibiird seems sketchy to me. Utilizing a lot of resources to transport people 3k miles, again, directly after a nuclear war. Not only that, this mission would also be a gamble, because who survived, etc, when there are obviously other bunkers etc they can remain protected in.
Let's pretend some long range communications are not destroyed, disabled, broke. We can safely assume communications are not 100%. Even at 50% functioning, this means 50% of enclave in bunkers with no long range comm would know rig survived and received an order to go there. And I think it would be a lot less of functioning long range comm, meaning almost non-existent.

First off, how would Richardson know to send runners to Raven Rock? How would Eden know where to send eyebots? According to you they have no communication. What, they just decided to send out random robots and hope to find something out there?
Even if those eyebots (if Eden sent them) made it to the shores of the west coast, they can't travel 100 miles across open ocean.
