How do I make Random Encounters, like in Fallout 3? : Fallout: New Vegas

So, one of the things that really bugs me about New Vegas is that unlike Fallout 3, there's no random encounters. So, I want to make some.

The problem is, I have no idea where to start. Is there a tutorial somewhere that I can use?
