This would be a pretty cool albeit useless feature. It would be awesome to kill a bunch of random Khajiits, skin them and then wear their pelts as a fur jacket or something, the Kajiit NPC's could then react negatively to you.

If you are going to propose that, why limit it to just those races ? What ? Skinning an imperial is wrong ? Not more wrong than an Argonian or Kajiit.
