Is there a way to enchant items without having to use the skill?

I loved my Chaotic Good thief in OB. Used a Bow and a dagger (dual daggers in Skyrim). Enchanting those items were a necessity since a sneak attack wouldn't be that effective at higher levels with a base weapon.
So, I got Frostcrag spire, and used that since I like to RP, and my sneak isn't the magic-y type. With the alchemical garden, the enchanting altar, the vault, and the general awesomeness of it, it was way better than the thieves den.
