do you think as a bosmer you will be able to collect alchemy ingredients from every living thing even humanoids?

Ive been wondering about the Green Pact.
-Does it only apply to Bosmer living in Valenwood or Bosmer in general?

It only applies to Valenwood, iirc.

This. They're forbidden from eating plants that come from Valenwood. Any plantlife outside of Valenwood is fair game.

As a result, it should be pretty easy to abide by the green pact in Skyrim...given that it doesn't apply in that province.
