Does GRA affect the van graffs the merchant selling silent weapons of the strip the merchant in the fort? Im asking because these are merchants I no longer have access to in game and it would be a bummer to not be able to purchase rare weapons from them because of GRA. Does anyone know?

Here's a different but related question, Gloria Van Graff is still alive and non-hostile, but her inventory is not replenishing properly even after waiting/sleeping 3 days. Neither is Mick's inventory from Mick and Ralph's. The other vendors seem to be working normally however. Will this affect my ability to get certain GRA gear? Is Wayne Brady going to have to choke a b|tc#?
