Dungeon Level Lock?

So I've read (please correct me if I'm wrong) that when you enter an area or dungeon that the creatures and treasure are set to your level (except for a few special places). So if you enter a dungeon at level 2 the creatures and treasure are set to the lowest level and never change. If you go back at level 40+, the creatures are still set as though you were level 2.

Now I recall in OB trying to avoid getting any leveled items until I was high level for fear of nerfing what could have been a great item at high level. This was due to the fact that the item fixed itself to the level you were when you first found it and never changed.

Now I'm wondering if I'll be avoiding going into dungeons and such for fear of locking that dungeon's level into a low setting, making it all but useless when I'm higher level. Who wants to kill rats and find rough leather helmets when they are level 40+? Do you think this will be Skyrim's leveling problem much like the leveled items were in OB?

while it will still cause some concern it may not be as big of a deal as it was in oblivion because the mobs/dungeons all have a level range. so if the dungeon you are going into has a level range of 30-40 for example and you go in at level 1, all the mobs would lock at level 30 no matter when you go back. hopefully though the loot would be static in that dungeon, that's the part that hasn't really been answered.

I'm pretty sure the loot will be applicable to range of the dungeon, not the level of the PC as such.

the way i understand it is the dungeons have a set range of lvls. x dungeon will have a lvl set between 10 - 20. If you go in there at lvl 1 the monsters will be at lvl 10. If you go in at lvl 50 the monsters will be at lvl 20. That was my understanding.

This is how I understood it as well.

This certainly sounds like a much better way of handling it than bringing every dungeon down to your level. Walking into a high level dungeon while my own level is low would add some believeability to the world and a sense of danger.

It will work like the Fallout games, with some changes. One of them, regarding loot, is that Todd has said if you reach the end of a dungeon that is higher level than you while being lower level, your character will find better loot as a reward than if they completed it at the same level as the dungeon.

You won't have to fear locking a dungeon's level because remember that each dungeon starts with a level range before it is locked. Some dungeons will be 1-10, others 10-20, others 20+, others 30+ etc. So if you enter a 1-10 level dungeon at level 5, it will be a level 5 dungeon forever. Enter it at level 20 and it will only be a level 10 dungeon forever. Enter a 20+ dungeon at level 5 and it will be a level 20 dungeon forever. I assume Bethesda has made enough of the 155 dungeons in different level ranges to suit all levels of characters.

Besides, you can't enter, lock, and clear too many dungeons at low level, because just the act of clearing them is going to make you gain skills and level up.
