Why Criticals are High with Daggers

I have a darn good feeling that the actual damage on the dagger is going to be horrendous making it imperative for people who use them to not only get the perk that does 15x damage but to only use them in specific situations. I for one think this is GENIUS. If you don't create purpose and individuality for each weapon then what is the point of running around with anything other than a sword? Axes can cause bleeding, maces penetrate armor, daggers have highest criticals, bows can slow down time, etc. I for one think it would be ridiculous to take on someone who has a warhammer with a tiny little dagger. In a sense I think it makes the dagger all-the-more special by giving it a unique purpose. You wouldn't gut a fish with a morning star (well... some of you might) but rather you would use a knife specifically made for the task. This will force variety into our characters. We will notice that you can't just run around with a dagger and you will be forced to carry another one-handed weapon. It will make fights more interesting as you will need to switch items around more often. They really did their homework here.

I intend to do my stealth work with a dagger and once I'm found I pull out my 1 handed sword

I agree but I do like the idea of DW with a sword and dagger, although with perks I expect a shield is by far the best option, even more so in Skyrim compared to OB.
