I would like to turn Tel Uvirith into a bustling metropolis. I have BUUL installed and have built all the expansions that I can. However, because my character is a snobbish, purist Telvanni, I have not joined any other factions. That being said, my character wouldn't mind the presence of more people in his town , including small buildings for other factions (he just wouldn't join them). My problem is that it appears, from looking at the scripts, that the BUUL npcs to build the faction buildings will ONLY appear if you're a member of that faction, and that there's a check in the script that prevents you from enabling them manually through the console. As a result, the entire eastern area of Uvirith's grave looks abandoned, save for the mining outpost from BUUL.

Consequently, I'm looking for alternative ways to expand my town, but am not sure what exterior Tel Uvirith mods, if any are compatible with BUUL. I looked up Town of Uvirith and based on the comments I saw there, it seemed ambiguous whether that was compatible with BUUL. As a result, I wanted to ask here and see if anyone else knew of any compatible mods that enhanced the EXTERIOR of Tel Uvirith (Uvirith's Legacy is more than enough INTERIOR awesomeness for me ).
