None of the altars are working for me. I need to restore my willpower back, but when I go to the altar, it says my afflictions has been banned but it doesn't do that poofing thing it's suppose to do, and my willpower stays in the red. It doesn't seem to matter which city I do it in, I've tried anvil, skingrad, and chorrol, but it gives out the same results.

All I can say to help you is that are another ways to get your willpower restored. Through Spells or Alchemy.
