I, for one, like al the balancing mods, or mods that change combat and gameplay. Like the mod in Oblivion where bows took longer to draw back, but did more damage. Which is now in Skyrim.

New quests with nice rewards, new armor, new weapons and I'm good.

I mostly stick to UI, HUD and graphical mods.

Mounted Combat( like in Deadly Reflex). I truly hope it will be created faster than for Oblivion.

Skyrim seems like it will need less mods than Oblivion did, but I would really hope for mods to remove the forced third person aspects (especially from combat). Beyond that, I imagine there'll be unofficial patch mods as with other games (those are always nice). I may also use mods that reduce the level scaling (the new system seems better than Oblivion's, but still not ideal).

Texture replacers are always nice too, though I'm hoping that Skyrim's textures will be sufficiently high detail that these are not necessary (I doubt it).

Definitely a mod which gives you capes to wear over your clothes...
