For shader order these kind of effects must come last, as they are not a part of physical scene...

Recommended order:
Bleach Bypass
(Color Mood)
Vignetting
(Static Noise)
(Widescreen Bars)

I recommend mixing bleach bypass with color mood shader for getting looks like this:
