graphic problems

I recently reinstalled oblivion and some mods and was receiving some graphic issues, I removed all mods and did a clean install and for whatever reason I am having the same problems.

Here are some pics showing an overlap of meshes... i think?

I can walk through them and when I move the mouse sometimes they just disappear but this is affecting everywhere in the game not just a specific location.

Open your oblivion.ini, and find the setting:

fLODLandVerticalBias=

Set it to -1200. That should fix it.

what would cause my ini to be messed up?

I have played oblivion in the past, with mods, and have never experienced anything like this. This is a new pc, could that be a factor?

I assume from what HeyYou suggested it has something to with the ini, I have deleted it to get a new one and still have the same problems, I have all video settings close to max, I have tried with lower settings and the problems are still there, I have no idea what to do...

Looking at the screenshots, it seems you have a black sky? That is usually a shader problem. Try disabling(or enabling) HDR first, if that doesn't work try downloading the original shaders and put them into your shaders folder in oblivion/data

I have a new PC that has plenty of power to run Oblivion, I am using win7, I have Oblivion installed at C:\BethesdaSoftworks\Oblivion, I also had it installed at C:\Oblivion and received the same errors. I do not have any mods installed this is totally vanilla.

I have done google searches and searched this forum and have not found what could cause my problem, I appreciate all and any help.

Seems like you have multiple problems going on then. You say you don't have the black sky-shader problem, but in the screenshots you posted I still see a black sky in your pictures. Oblivion should not look like http://i212.photobucket.com/albums/cc49/Controlled_Chaos_Fusion/screenshot18t.jpg or http://i212.photobucket.com/albums/cc49/Controlled_Chaos_Fusion/screenshot19gq.jpg. If this is night, something is REALLY wrong because the only thing dark is your sky, if this is DAY then you have no sky at all!!

As another example. I did a new install this morning to C:\Oblivion and everything is working as it should. Yay!!

I checked my ini with the new install and fLODLandVerticalBias is still set to 0, but there are no graphical issues anymore so I am going to hope for the best from here.
