Returning from a long break and seeking advice

I played and modded morrowind a LOT probably close to 10 years ago, right when it first came out. I used to have mod after mod after mod, gigs and gigs of textures and meshes, as well as all the 3dsmax files for my own mods, but over the years and several computer upgrades I lost all that information. I didnt think too much of it since I was playing oblivion and then not playing either game, but I find myself now becoming nostalgic and wanting to play through Morrowind again before Skyrim comes out.
I dont want to start the game out totally vanilla though, I would love to get some basic, non-gameplay altering mods to improve NPC and PC quality (textures, meshes etc) some fun new hairs to choose from and hi res faces (for PCs) that dont look like they were pasted onto the original body coloration (I remember years ago the face mods people made blended perfectly with the bodies, or close enough I didnt notice the difference)
Also environment improving mods would be amazing, improving flora and terrain texture maps to be higher resolution. Atmospheric stuff would be cool but I dont know how far you guys have gotten in the last few years. When i was about atmospheric stuff never seemed that big an improvement.
I dont need new armor, new weapons, new game mechanics new quests or locations, I just want to improve the visual quality somewhat before diving back in.
So if anyone has any suggestions or links to mods that would maybe help me do this that would be awesome.

I use http://www.somethingfornobody.com/2011/morrowind-modding-guide/ setup now and is beautiful. You can leave out what you do not want.

My mod expands Balmora and Hlaalu, but has not been released yet. My largest cell has 1700+ refs, in Balmora, vanilla is about 300 refs. So you can imagine the cluttering.
